The Rural and Agricultural Incomes with a Sustainable Environment (RAISE) PLUS Indefinite Quantity Contract (IQC) is a broad, multifaceted field support mechanism for environmentally sustainable, market-driven development of food and cash crops, livestock, forests, fisheries, tourism, wildlife, and agribusinesses. It will provide assistance that contributes to:
- Sector strategy and program development
- Trade strategy development
- Policy analysis
- Input and product market development
- Sustainable production
- Post-harvest storage and processing
- Producer organization and enterprise development.
RAISE PLUS replaces three previous agricultural sector IQCs: Agricultural Policy Development (APD); Broadening Access and Strengthening Input Market Systems (BASIS); and Rural and Agricultural Incomes with a Sustainable Environment (RAISE).

The Integrated Water and Coastal Resources Management IQC supports Strategic Objective (SO) 1 of the USAID Office of Natural Resources, Bureau for Economic Growth, Agriculture, and Trade (EGAT/NRM), "Increased and Improved Protection and Sustainable Use of Natural Resources", with special emphasis on Intermediate Result 1.4, "Increased Conservation and Sustainable Use of Freshwater and Coastal Resources".
